With over 20 years of progressive HR leadership experience, Barbara provides comprehensive oversight of all HR functions—including talent acquisition, compensation and benefits, employee relations, performance management, and organizational development—while driving culture transformation, managing complex change initiatives, and ensuring regulatory compliance. Her approach integrates strategic vision with operational excellence, delivering measurable business outcomes through integrated people strategies.


Barbara's career spans leadership roles at Johns Hopkins Health System, where she supported HR strategy across multiple entities serving 7,500+ employees, and Alberta's Ministry of Advanced Education, where she developed compensation frameworks for public post-secondary institutions. She has led HR transformation initiatives across healthcare, higher education, government, manufacturing, and corporate environments, consistently delivering results: 25% improvement in retention, 30% reduction in time-to-fill, 15% benefits cost savings, and zero lost-time safety records.


What distinguishes Barbara is her combination of deep practitioner expertise with scholarly rigor.
